Proposed Bylaw Amendment

The Iowa Taekwondo Alliance Board of Directors is proposing to add a second level of membership. This enhanced membership will help the ITA improve its financial stability and offer better training, education, and competition opportunities to members.

Current membership in the ITA is defined as being current USA-Taekwondo members who reside in Iowa.

The following bylaw amendments have been proposed. Additions/changes are highlighted in yellow. The current Bylaws are available here.


Section 4.3: Application for Membership
USAT members do not need to submit applications for membership, nor additional dues unless enhanced membership in ITA is desired, beyond being current members in the corresponding category in the NGB, and demonstrating proof of said membership upon request.

Section 4.4: Powers of Member
Each member in good standing, as designated by their membership classification, shall have the
following powers:
1. Each Club member in good standing shall be entitled to cast one vote in elections for the Club Representative on the Cabinet. Each Club member in good standing shall also be entitled to cast one vote in elections for the Officers of the Cabinet. In addition, each Club member in good standing shall be entitled to have its Official Representative attend all meetings of the membership; hold office; serve on committees and participate in all events and functions sponsored by the ITA; and serve as a voting member of the State Board of Directors.
2. Each individual member (Coach/Referee/Athlete) in good standing shall be entitled to cast one vote in elections for the corresponding Director on the Cabinet. In addition, each individual member in good standing shall be entitled to attend all meetings of the membership; hold office; serve on committees and participate in all events and functions sponsored by the ITA. Each individual member is only permitted to vote in one category in any given year, based on the membership voting category they have selected for the NGB.
3. Each member in good standing shall be entitled to participate in USAT/NGB sanctioned events.

Section 4.6: Membership Dues
Enhanced members shall pay dues in such amounts and at such times as the Cabinet may from time to time determine. The enhanced membership gives those members discounts at ITA sponsored events and the ability to apply for funding to attend national level competition, additional training, or educational opportunities.



Any current members (current membership is defined as USAT members who live in Iowa) may vote on this proposal by calling in on Monday, October 6, 2014 between 9:00 and 9:30 PM.

USA-Taekwondo sanctioned state association

As of November 19, 2013 the ITA is the official USA Taekwondo state organization for Iowa.


We will be holding a meeting for all members on December 14th from 1:00-3:00pm in Des Moines at Farrell's US Martial Arts at 2706 Beaver Avenue, Des Moines, IA 50310. 

This meeting will include cabinet elections and preliminary planning for hosting the USAT Iowa State Championships this spring.

The Battle of the River City - October 13, 2013

“The Battle of the River City” is being held in Camanche, IA on October 12th 2013. You can still register on the site at the Camanche, IA High School. The high School entrance is located on the West Side of the building facing the open grass area and track! There is ample parking as well for everyone.
The event is hosted by the Midwest Martial Arts Group, and Mellennia Martial Arts. This is an open event for all schools and styles of martial arts to enjoy. The event will feature forms, board breaking, point sparring, and Olympic sparring. As you can see there is something here for everyone. We take pride in this being a non political event and it is very fair. We want to see the students from all the schools succeed and want to go back and continue to train hard and be proud of their school and art. I have enclosed the informational packet for the event.
We have chosen trophies for 1st, 2nd, and 3rd place as well as medals for runner ups. We have had specialized Olympic medals designed for the MWMAG for the Olympic sparring portion. 
Instructors, we will have awards for the schools who bring the most students as well excluding the Clinton, Mellennia school as we are the host. This year the awards will be swords!
Please take the time and consider participation in this event. We strive to bring all styles of martial arts together be it Tae Kwon Do, Tang Soo Do, Kuk Sool Won, karate, kung fu, or anything else you can imagine. Everyone is welcome.
This event is also a point gaining tournament. Students will receive points for completion and will be awarded for the highest point winners at the Iowa Winter Games that we also sanction in January. Students from all over the Midwest are invited.
This event the Battle of the River city is a great event for beginners and also for the seasoned competitor. 
We look forward to seeing you on October 12th, in Camanche Iowa. If you need assistance with choosing a hotel please let me know as soon as possible.

Greetings from Ames, Iowa and Iowa State University.

We would like to thank you for all of your support and cooperation this past spring and summer during the Governor’s Cup and Iowa Games; both were very successful.

We would like to invite you to the 34th Annual Iowa State University Taekwondo Championships. The competition will be held on October 19th 2013. Registration will take place between 7:30 a.m. and 9:00 a.m. and the competition will begin at 9:30 a.m. at the Forker Building.
The entry fee will be $60 for forms and sparring. Advanced registration is STRONGLY advised.

. We will be giving out medals for first, second, and third place and, at the end of the day, we will announce the team standings and present team trophies for first, second and third place places based on most points and most participation.

ELIGIBILITY: 1. MANDATORY--Proper body, head, arm, hand, foot, and groin protection. (See gear description in rules section)
2. MANDATORY-- Safety mouth-guard.
3. No rings, jewelry, or anything that might injure a competitor.
4. Toenails and fingernails neatly trimmed.
5. No chewing gum allowed.
6. All contestants must wear clean uniforms.

DISQUALIFICATION: prior warning for uncontrolled attacks and unsportsmanlike
conduct in accordance with the rules and regulations and carried out under the authority of the judges and referees.

FORMS (POOMSE)
Each judge awards from 5 to 10 points. Both the HIGHEST and LOWEST scores will be thrown out and the balance totaled.

SPARRING (KYORUGI)
I. Matches
  1. Single Elimination
  2. Color Belts, Juniors, Executives: Two, one-minute rounds, 30 second break.
12+ year old Black Belts: Two, two-minute rounds, 30-second break.
C. All matches: Four points deducted=disqualification.
D. Time controlled by the SIBBA Electronic Scoreboards.

II. Target areas
A. Face
Colored belts age 18+ and black belts age 14+: 2 POINTS with foot only.
Colored belts age 12-17 and black belts age 12-13: 1 POINT for light, controlled contact with foot only. No bonus point for 8-count.
All ranks age 11 and under: No head contact is allowed.
B. Body
1 POINT for controlled attack with foot or hand.

III. Non-Target areas: Groin, Eyes, Spine, Back of Head

IV. Legal Techniques
A. Hand: fist only --no open hands
B. Foot: Contact below the ankle

V. Disqualifications may occur:
A. When the player has accumulated 4 deduction points.
B. When the player does not comply with the referee’s instructions.
C. Without warning for malicious attacks as determined by the referee.

VI. Voting and Decisions
A. Majority Vote determines Point or Disqualification
B. Decisions of officials are final except if in violation of the tournament rules

VII. Notes on Junior Safety Rules (JSR):
A. No bonus point will be awarded for an 8-count given for a legal attack to the body.
B. For players 11 and under any contact to the head is illegal and subject to penalty.
C. For players over 11 years old excessive contact to the head is illegal and subject to penalty.

SPARRING GEAR REQUIREMENTS
  1. Head gear
    1. Must be in good repair.
    2. Must correspond to the competitor’s current hogu color. White head gear may be worn with either red or blue hogu colors. Blue head gear may only be worn with blue hogus and red head gear may only be worn with red hogus. Black head gear is discouraged, but may be worn with blue hogus, but not with red.

  1. Mouth guard
    1. All competitors must wear a properly fitted mouth guard.

  1. Hogu
    1. Must wrap all the way around the competitor’s back. Hogus that do not cover the competitor’s back to their spine will not be acceptable at this tournament.
    2. Competitor must have either a reversible red and blue hogu, or one hogu each of red and blue.
    3. A limited number of hogus may be available for rent from the Cyclone Martial Arts Club if the competitor does not have an appropriate hogu. Sizes available range from size 3 through size 6. The cost will be $10, and anyone renting a hogu will be required to leave their driver’s license with the rental table which they will receive back upon return of the hogu.

  1. Forearm guards
    1. Must cover the competitor’s arms from elbow to wrist.

  1. Gloves
    1. Gloves are required in the black belt divisions from ages 14+.

  1. Shin guards
    1. Must cover the competitor’s leg from knee to ankle.

  1. Foot protection
    1. Competitor must wear instep guards.
    2. Boot style foot protection will not be considered acceptable at this competition.

  1. Groin protection
    1. Male competitors are required to wear an athletic cup underneath their uniform.

Any concerns regarding the legality of a competitor’s sparring gear may be addressed with the tournament directors, tournament officials at the head table, or the referees.
